Project Delivery and Risk Management Consulting

In this role, we are responsible for evaluating and implementing a project delivery approach, developing insurance and risk management programs, negotiating key project agreements, analyzing critical project parameters and managing claims resolution and project closeout. PMC has served as project counsel or project delivery and risk management consultant for dozens of projects, including stadiums, museums and community impact projects, as well as institutional, commercial and industrial facilities.

Project Delivery Evaluation & Selection

Defining the project delivery model prior to the selection of primary consultants is critical to the success of any project. We have been recognized for our work in the development of project delivery models, from small local projects to highly complicated multimillion-dollar national projects with multiple stakeholders. Each project has its own unique requirements and funding sources. We investigate alternative delivery models for each project (often by conducting a Project Delivery Workshop with the client) and recommend a delivery system that correctly fits and guarantees a highly successful project.

Risk Management

PMC provides a rigorous risk management approach to each project and is known throughout the United States for its experience in designing cost-effective project insurance programs. We continuously integrate elements of the risk management and insurance program into the definitive design and construction agreements. To accomplish this, we create a risk management matrix that lists each potential cause of risk and significant loss. For each cause, we identify contractual remedies (including sophisticated contingency management), insurance remedies and process remedies that are incorporated into the project delivery and risk management plan to abate, allocate or transfer the risk in the most cost-effective manner possible. The point of this exercise is not to singlemindedly shift as much risk as possible away from the owner; we find that front-end documents that unreasonably shift risk to be counterproductive, usually adding unnecessary expense and disputes to the process. For this reason, we start with a preferred model but typically invite other project stakeholders, such as design professionals and constructors, to participate in the development of the risk matrix, including the implementation of process remedies, such as partnering and onsite dispute resolution. Upon completion of the risk matrix, we recommend and implement a tailored insurance strategy.
